දේශපාලන හිංසනයේ ගොදුරක් වූ කාන්තාව...
ශ්රී ලංකාවේ කාන්තා ජනගහනය 52%ක් වේ. කාන්තාවන්ගේ ජන්ද ප්රතිෂතය 56% ක් වන අතර 1931 දී ජන්ද අයිතිය ලැබුනද මේ දක්වා වසර 88ක් ගත වී ඇතත් දේශපාලනයේ කාන්තා නියෝජනය අවම මට්ටමක පවතී. පාර්ලිමේන්තුවේ කාන්තා නියෝජනය 4.6%ක් පමණ වන අතර පලාත් සභාවල නියෝජනය 3% ක් පමණ වේ. නමුත් ශ්රී ලාංකික කාන්තාව රටේ ආර්ථිකයට විශාල මෙහෙයක් කරයි. රටේ ප්රධාන ආර්ථික කුළුණු වන විදේශ රැකියා, ඇගලූම් හා වැවිලි කර්මාන්තයෙහි ප්රධාන ශ්රම දායකත්වය සපයන්නේ කාන්තාවන් ය. එසේම, විශ්වවිද්යාල සිසුන්ගෙන් 60%ක් පමණ ද කාන්තාවන් වේ. රජයේ සේවකයන් අතර කාන්තා ප්රතිශතය 40% ඉක්මවයි. පළාත් සභා සේවය තුළ සිටින රජයේ සේවකයන් අතර කාන්තා ප්රතිශතය 59.7%කි. එවැනි පසුබිමක කාන්තාවන්ට තීන්දු තීරණ ගැනීමේ ව්යූහය තුළ නිසි තැන ලබා දීම ඉතාම වැදගත් වේ. නැතිනම් ජන අනුපාතයත් සමග ගත් විට මෙය මුළුමුනින්ම විකෘතියකි.
අපේ රටේ පවත්නා සමාජ පරිසරය අනුවත්, මැතිවරණ ක්රමය අනුවත්, කාන්තාවන්ට දේශපාලන ක්ෂේත්රයේ ඉදිරියට යන්නට ඇති හැකියාව ඉතා අවම තත්වයක තිබියේදී වසර 20 ක පමණ කාලයක් තිස්සේ සිවිල් සංවිධාන හා මැතිවරණ නිරීක්ෂණ ආයතන, වෘත්තීය සමිතිි එක්ව කරන ලද අරගලයක ප්රතිඵලයක් වශයෙන් 2018 පලාත් පාලන මැතිවරණයේදී 25% ක කෝටාවක් කාන්තාවන්ට ලබා ගැනීමට හැකි වීම සමස්ත කාන්තාවන් ලබාගත් ජයග්රහණයක් හැටියට දැක්විය හැකිය
ලෝව ප්රථම අගමැතිනිය බිහි වූ රටක් හැටියට වාර්තා තබා ඇති ශ්රී ලංකාව තුළ 1994 සිට 1997 කාලය තුළ පැවති රජයේ මව අගමැතිනිය වී සිටියදී දියණිය ජනාධිපතිනිය වීම ද තවත් ලෝක වාර්තාවකි. එසේ නමුත් සියලූ පක්ෂ තුළ ප්රජාතන්ත්රවාදය තහවුරු නොවීම නිසාම කාන්තාවන්ට දේශපාලනයේදී දෙවන ගණයේ පුරවැසියෙක් ලෙස සලකනු ලැබයි. මැතිවරණ ව්යාපාරය තුළ කාන්තාවන්ගේ සහභාගීත්වය ඉහළ මට්ටමක පැවතියද තීන්දු තීරණ ගන්නා මණ්ඩල වල හා දේශපාලනයේ නියෝජනය නොසලකා හැරීමට ලක්කර ඇත. ඉදිරියේ දී පැවැත්වීමට නියමිත මැතිවරණ වලදී ද පවතින මැතිවරණ ක්රමය තුළ කාන්තාවන්ගේ නියෝජනය අභියෝගයට ලක් වීමට ඉඩ ඇත.
සියලූ පක්ෂ වල නාමයෝජනා මණ්ඩල වල කාන්තා නියෝජනය අවම මට්ටමක පවතී. ආසන සංවිධායක ධූර වලද කාන්තාවන් නියෝජනය වන්නේ සුළු වශයෙනි. 25% පංගු ක්රමය යටතේද කාන්තාවන්ට නාමයෝජනා ලබා දී ඇත්තේ ලැයිස්තුවෙන් මෙන්ම තරඟ කිරීම සදහා ඒ ඒ පක්ෂ වල සංවිධායක වරයාගේ ස්ව තීරණය මත මිස කාන්තාවන්ගේ ඉදිරිපත් වීම මත නොවේ. පසුගිය 2018 පලාත් පාලන මැතිවරණයේ දීද සමහර පක්ෂ වල නාමයෝජනා ලැයිස්තුවලට කාන්තාවන්ගේ නම් ඇතුලත් කර තබීම පිළිබදව අදාළ අපේක්ෂිකාව පවා නොදනී. සමහර පලාත් පාලන ආයතන වල පියා වෙනුවට දියණිය හෝ සහෝදරයා වෙනුවට සහෝදරිය මෙන්ම ස්වාමියා වෙනුවට බිරිද කාන්තා නියෝජනය මුවාවෙන් පත් කර ඇත.
එමෙන්ම කාන්තාවන් දේශපාලනයට ඉදිරිපත් වීමටද මැලි කමක් දක්වයි. ඊට හේතුව වන්නේ දේශපාලන ව්යාපාරය තුළ පවතින තරඟකාරී බව නිසාම ඔවුන් වාචිකව, මානසිකව හා ශාරීරිකව හිංසනයට හා ප්රචණ්ඩත්වයට ලක්වීමයි. දේශපාලන ව්යාපාරය තුළ තම පක්ෂයේම අයද මඩ ගැසීම් හා අපහාස කිරීම් අසභ්ය වචන වලින් කරන ප්රහාර මෙන්ම බොහෝ අවස්ථාවල ශාරීරිකව ද ප්රචණ්ඩක්රියා වලට ලක්වෙනවා.
“දැනට පත්වෙලා ඉන්න ප්රාදේශීය සභාවේ වුණත් වාචික හින්සනයට ගොඩාක් ලක්වනවා කාන්තාවන් ඒක ගොඩාක් ප්රභලව පත්වෙලා තියෙන දෙයක් බවට පත්යෙවලා තියෙනවා. ඒ ගොල්ලන්ට ඉදිරියට යන්න දෙන්නේ නෑ. කාන්තාවන්ගෙන් වැඩගන්න ඒ කියන්නේ චන්දෙ ගන්න වගේ දේවල් වලට විතරයි ඉඩ දෙන්නේ ඉදිරියට එන්න ඉඩ දෙන්නේ නෑ. ”
වෙනස් කොට සැලකීම් මෙන්ම ලිංගික බලහත්කාරකම් හා ලිංගික අල්ලස් වලටද මුහුණ දීමට සිදුවීම කාන්තාවන් දේශපාලනයේදී මුහුණ දෙන තවත් අභියෝගයකි. 25% පංගු ක්රමය යටතේ පලාත් පාලන මැතිවරණයෙන් තේරී පත් වූ මංත්රීවරියන් හටද සමහර සභාවන් වල විවිධ හිංසනයන්ට ලක් වී ඇති බව වාර්තා වේ.
බදුල්ල මහනගර සභාව තුළ කාන්තා මන්ත්රීවරියන්ට සිදු වූ ප්රචණඩකාරී බැන වැදීම් හා අපහස කිරීම් හමුවේ ඔවුන් සභාව තුළ කළුපටි පැළද එයට විරෝධය පාමින් මාධ්ය ද මේ පිළිබදව හෙළිදරව් කරමින් ගැටළුව යම් තරමකට සමතයකට පත් කර ගන්නා ලදි. මහියංගණය ප්රාදේශිය සභාව මෙන්ම බදුල්ල දිස්ත්රික්කයේ පලාත් පාලන ආයතන කිහිපයකට විවිධ සිද්ධීන් වාර්තා වේ. දිවයිනේ වෙනත් දිස්ත්රික්ක වලින්ද මෙවැනි තත්වයන් වාර්තා විය. සමාජ ආර්ථික මෙන්ම දේශපාලන හිංසනයේ ගොදුරක් බවට පත් වූ කාන්තාව මුහුණ දෙන අභියෝග පිළිබදව සමාජ කතිකාවතක් ගොඩනගමින් ඇයට සමාජ සාධාරණයක් ඉටු කරදීම අපගේ සාමූහික වගකීමක් බව අවධාරණය කරමු.

iVoice Idea Competition
iVoice is an online platform that encourages youth to discuss social issues and to drive innovative solutions. The platform features stories relating to social issues in Sri Lanka, which are submitted by iVoice contributors and the general public.
The objective of the iVoice Idea Competition is to encourage youth to play a participatory role in solving social issues. After reading a story featured on iVoice, youth can submit their ‘idea’ to help to address the social issue that is highlighted in the story. The ten best ideas will receive seed capital of Rs. 100,000/- each, and mentoring, to support in implementing their ideas.
The majority of articles featured on iVoice relate to a social issue. These stories have a ‘Submit Your Idea’ button at the end of the article, inviting youth to share their innovative ideas on how to address these social issues.
Submitted ideas must be innovative and unique. The ideas must also be practical and implementable by 31 December 2017.
The deadline for submitting an idea is 3 September 2017.
To submit an idea, the following details must be provided through the online form:
Note: Participants can submit any number of ideas; however, only one idea per article is permitted.
Ideas will be evaluated through a competitive process.

06 Sept 2017: Shortlisting of 20 ideas
13 Sept 2017: Shortlisted applicants to present their ideas in further detail to the judging panel

Evaluation criteria includes creativity of the proposed idea to address the given social issue, and feasibility of implementation within the stipulated budget and timeframe.
The number of votes received per idea will not be a deciding factor.
The judging panel’s decision will be final.
