இலங்கையைப் பொருத்தமட்டில் வலிந்து காணாமல் ஆக்கப்பட்டோர் அவர்களது பின்னணி மற்றும் அதனால் ஏற்பட்டுள்ள பிரச்சினைகள் என்பன அறிவு மற்றும் ஆராய்ச்சித் துறையில் முக்கிய இடத்தைப் பெற்றுள்ளது. முக்கியமாக 1980 களின் பின்னர் 1000 கணக்கான மக்கள்
வலிந்து காணாமல் ஆக்கப்பட்ட உள்ளனர். ஐக்கிய நாடுகள் சபையினால் மேற்கொள்ளப்பட்ட ஆய்வுகளின்படி உலகிலேயே அதிகூடிய வலிந்து காணாமல் ஆக்கப்பட்டோர் எண்ணிக்கையைக் கொண்ட நாடுகளில் இலங்கை இரண்டாவது இடத்தில் உள்ளது. 1980 முதல் 80 ஆயிரம்
தொடக்கம் ஒரு லட்சம் பேர் வலிந்து காணாமல் ஆக்கப்பட்டவர்களின் எண்ணிகை நீழுகிறது. செஞ்சிலுவை சங்கத்தினால் வெளியிடப்பட்ட அறிக்கையின் படி காணாமல் ஆக்கப்பட்டோர் தொடர்பாக இலங்கை உள்நாட்டு யுத்தத்தின் போது அந்நிறுவனத்திற்கு 20000 முறைப்பாடுகள்
கிடைக்கப்பெற்றுள்ளன. மனித உரிமைகள் ஆணைக்குழு ஆம்னஸ்டி இன்டர் நேஷனல் மற்றும் ஆசிய மனித உரிமைகள் ஆணைக்குழு என்பன காணாமல் ஆக்கப்பட்டோர் அது விபரங்களை தொகுத்து முன்வைத்துள்ளனர்.
மைத்திரிபால சிறிசேன தலைமையிலான அரசாங்கம் 65 ஆயிரத்திற்கும் மேற்பட்ட காணாமல் ஆக்கப்பட்டோரின் குடும்பத்திற்கு அவர்களது மறைவு பற்றிய சான்றிதழ் வழங்கும் திட்டம் ஒன்றை முன்வைத்தனர். இதனூடாக அக் குடும்பங்களுக்கு தமது சொத்துக்கள் தொடர்பான சட்டப்பூர்வ நடவடிக்கைகள் எடுப்பதுடன் ஏனைய செலவுகளையும் தமது பிள்ளைகளுக்கான பாதுகாப்பு மற்றும் பராமரிப்பு உதவிகளையும் பெற்றுக் கொள்ளலாம் எனக் கருதப்பட்டது. 1980 முதல் ஜே.வி.பி உருவாக்கப்பட்ட அமைதியின்மை மற்றும் உள்நாட்டு யுத்தம் ஆகியவை வலிந்து காணாமல் ஆக்கப்பட்டோர் போன்ற பல சமூக பிரச்சினைகளை தோற்றுவித்தன.
இலங்கையின் உள்நாட்டு யுத்தத்தின் போது பாதுகாப்பு படையினால் தடுத்து வைக்கப்பட்ட 12 ஆயிரத்திற்கு மேற்பட்ட நபர்கள் காணாமல் போனமையும் ஐக்கிய நாடுகள் சபையினால் உறுதிப்படுத்தப்பட்டுள்ளது. அல்ஜசீரா நிறுவனத்தினால் பிரசுரிக்கப்பட்ட ஒரு ஆய்வு கட்டுரையின் படி பாதுகாப்பு படையினரிடம் சரணடைந்த பல்வேறு மக்கள் காணாமல் ஆக்கப்பட்டுள்ளன இவ்வாய்வுக் கட்டுரையில் தனது இரு சகோதரர்களும் கணவன் மற்றும் கணவனது சகோதரன் போன்றவர் விடுதலைப் புலிகளுடன் இணைந்திருந்த போதும் இறுதி கட்டத்தில் அவர்கள் பாதுகாப்புப் படையினரிடம் சரணடைந்து பின்னர் வலிந்து காணாமல் ஆக்கபட்டவர்கள் ஆனார்கள். அவர்களினால் முன்வைக்கப்படும் கண்ணீர் கதையும் விபரிக்கப்பட்டுள்ளது.
இலங்கையானது வலிந்து காணாமல் ஆக்கப்படுவது பற்றிய விடயங்கள் சர்வதேச பிரகடனத்தில் 2016 மே 25 இல் உள்வாங்கப்பட்டுள்ளது. எவ்வாறாயினும் இதனூடாக இறந்த காலப் பிரச்சினைகளுக்கு முக்கியம் அளிக்கப்படவில்லை 2014 பின்னராக புதிய பிரச்சினைகளையே இதனூடாக அரசு கவனம் செலுத்துகின்றது கற்றுக் கொள்ளப்பட்ட பாடங்கள் மற்றும் நல்லிணக்க ஆணைக்குழு (LLRC) பரணகம ஆணைக்குழு மற்றும் காணாமல் போனோர் (OMP) அலுவலகம் போன்றவற்றின் மீதான மக்களது நம்பிக்கையும் மிக குறைவாக போயுள்ளது. முன்னாள் ஜனாதிபதி மைத்திரிபால சிறிசேனவினால் வலிந்து காணாமல் ஆக்கப்பட்டோரின் தொடர்பான பல்வேறு உறுதிப்பாடு வழங்கப்பட்டும் கூட அவை நிறைவேற்றப்படவில்லை.
அம்னஸ்டி அமைப்பினால் 2018 ஆம் ஆண்டில் வலிந்து காணாமல் ஆக்கப்பட்டோர் மற்றும் பாதுகாப்பு படையினரால் தடுப்பு காவலில் வைத்த பின்னர் காணாமல் ஆக்கப்பட்டோர் பற்றிய விபரத்தை வெளியிடுமாறு அரசாங்கத்திடம் கோரப்பட்டது. ஆனால் அது வெளியிடப்படவில்லை.
வலிந்து காணாமல் ஆக்கப்படுவது என்பது மனிதன் கௌரவத்துடன் வாழும் சுதந்திரத்தினை அழிப்பதாக உள்ளது. வலிந்து காணாமல் ஆக்கப்பட்டோர் அது குடும்ப உறுப்பினர்கள் மன உளைச்சலுக்கும் மன அழுத்தத்திற்கும் உள்ளாகியுள்ளனர். ர்ரஅயn சiபாவள றயவஉh இன் தென் ஆசியாவுக்கான பணிப்பாளர் மீனாட்சி கங்குலி தனது ஆய்வுக் கட்டுரை ஒன்றில் தனது கணவன் மற்றும் கணவரை காணாமல் அல்லலுறும் பெண் ஜெஸின்தா பீரிஸ் அவர்களது சோகத்தினை பற்றி குறிப்பிட்டுள்ளார். தனது கணவனும் மகளும் இன்று வருவார்கள் வருவார்கள் என்று எண்ணியவள், தனது வாழ்நாளை கழித்து மேற்படி பணியாளரை சந்தித்த ஒரு மாதத்தினுள் மாரடைப்பு நோயினால் ஜெஸினிதாவும் மரணமடைந்து விட்டாள். சகோதரர்களையும் மகன் மகளையும் தனது கணவரையும் இழந்த பெண்கள் பல்வேறு சமூக பொருளாதார உளவியல் தாக்கத்துக்கு உள்ளாகிறார்கள்.
தமது குடும்பங்களை பராமரிக்கும் ஆண்களின் இறப்பினால் பெண் தலைமைத்துவ குடும்பங்களினதும் (Female headed households) அத்துடன் (single headed families) தனித் தலைமை குடும்பங்களனதும் எண்ணிக்கைகள் அங்கீகரித்துள்ளன இவ்வாறான குடும்பங்கள் வறுமை காரணமாக பொருளாதார ரீதியில் பின்னடைந்தவையாகவும் அடிப்படை வசதிகளையேனும் நிறைவேற்ற முடியாதனவாகவும் காணப்படுகின்றது. தனது பிள்ளைகளின் கல்வி நடவடிக்கைகளை மேற்கொள்வதில் கூட குடும்பப் பெண்கள் பல்வேறு சவால்களுக்கு முகம் கொடுத்து வருகின்றனர்.
யுத்தம் என்ற நோயினால் பல்வேறு நபர்கள் வலிந்து காணாமல் ஆக்கப்பட்டார்கள் என்பதோடு அதன் பின்னரும் பல்வேறு அரசியல் தலைமைகள் ஊடகவியலாளர்கள் மற்றும் இன்னும் பல பொது மக்களும் தொடர்ந்தும் வலிந்து காணாமல் ஆக்கப்பட்டனர். காற்று ஆசிரியர் பிரதீப் எக்னலிகொட, மனித உரிமை செயற்பாட்டாளர் ஸ்டீபன் சுந்தரராஜ், அரசியல் செயற்பாட்டாளர்கள் லலித் குமார் வீர ராஜா மற்றும் குகன் முருகானந்தன் ஆகியோர்களை உதாரணமாக குறிப்பிடலாம்.
எவ்வாறாயினும் தனது உடன் பிறந்த ஊரையும் உறவுகளையும் தேடித் தருமாறு வலிந்து காணாமல் ஆக்கப்பட்டோரின் குடும்பப் பெண்கள் பல்வேறு வழிகளிலும் முயற்சிகளை மேற்கொண்டு வருகின்றனர். 2016ஆம் ஆண்டில் நான்காம் இலக்க சட்டத்தின் ஊடாக தாபிக்கப்பட்ட காணாமல் ஆக்கப்பட்டோர் அலுவலகம் பற்றியும் மக்கள் அதிருப்தி அடைந்து சர்வதேச தயவினைவேண்டி நிற்கின்றனர். இன்று வலிந்து காணாமல் ஆக்கப்பட்டோர் சார்பாக முறைப்பாடுகளை செய்துள்ள பெண்களும் பல்வேறு அச்சுறுத்தளுக்கும் சவால்களுக்கும் முகம்கொடுத்து வருகின்றனர்.
(நிலைமாற்ற நீதியான சர்வதேச மையத்தினால்வலிந்து காணாமல் ஆக்கப்பட்டவர்களின் படுவதனால் பெண்களுக்கு ஏற்படும் பாதிப்புகள் பற்றி 31 நாட்களில் மேற்கொள்ளப்பட்ட ஆய்வறிக்கை வெளியிடப்பட்டுள்ளது. அத்துடன் வலிந்து காணாமல் ஆக்கப்பட்டோர் ரீதியான தீர்வினை பெற்றுக் கொள்வதில் எதிர் நோக்குகின்ற பிரச்சினைகள் பற்றியும் இவ்வறிக்கையில் விபரிக்கப்பட்டுள்ளது. இவ்வறிக்கை இப்படி ஆண்களை விடவும் பெண்களே வலிந்து காணாமல் ஆக்கப்பட்ட பின்னரான சமூக, பொருளாதார மற்றும் உளவியல் தாக்கங்களை அனுபவிக்கின்றனர் எனக் சுட்டிக்காட்டப்பட்டுள்ளது.
வலிந்து காணாமல் ஆக்கப்பட்ட பின்னரே அதிகமான மனைவிமார்களும், தாய்மார்களும் முதற் தடவையாகவும் தொழில் படையில் உள் வாங்குகின்றனர் இலங்கை நேபாளம் போன்ற நாடுகளில் வலிந்து காணாமல் ஆக்கப்பட்டோர் அது மனைவிமார்கள் 'மனைவி' மற்றும் 'விதவை' என்ற இரண்டிற்கும் உட்பட்டதாக ஒரு அந்தஸ்துகளந்த ஒரு நிலைமைக்கு ஆக்கப்படுகின்றன முக்கியமாக காணாமல் ஆக்கப்பட்டோரது குடும்பப் பெண்கள் துஷ்பிரயோகத்திற்கு உட்பட்டு வருகின்றனர். காணாமல் ஆக்கப்பட்டோரது குடும்பப் பெண்கள் தாம் பத்து வருடங்களாக ஐக்கிய நாடுகள் சபை, பொலிஸ் மற்றும் மனித உரிமை அமைப்புகளுக்கு தான் தரவுகளையும் சாட்சிகளையும் வழங்கி வந்ததாகவும் தற்பொழுது இறுதியாக ஆர்ப்பாட்டங்களில் ஈடுபட்டுள்ளதாகவும் கண்ணீர் மல்கக் குறிப்பிடுகின்றனர்.
வலிந்து காணாமலாக்குவது என்பது ஒரு பொதுவான ஒரு பிணத்தை அடிப்படையாகக்கொண்டு நோக்கபடுவதால் இது தொடர்பான செயற்பாட்டு நடவடிக்கைகள் உலகளாவிய ரீதியில் றைந்தளவு தாக்கத்தையே செலுத்தியுள்ளமை கவலைக்குரியதாகும். ஆகவே அனைத்து மக்கட் பிரிவினரும் ஒன்றாக கைகோர்த்து காணாமல் ஆக்கப்பட்டோரது குடும்ப பெண்களுக்கு உதவி கரம் நீட்டுவோமாக!
iVoice Idea Competition
iVoice is an online platform that encourages youth to discuss social issues and to drive innovative solutions. The platform features stories relating to social issues in Sri Lanka, which are submitted by iVoice contributors and the general public.
The objective of the iVoice Idea Competition is to encourage youth to play a participatory role in solving social issues. After reading a story featured on iVoice, youth can submit their ‘idea’ to help to address the social issue that is highlighted in the story. The ten best ideas will receive seed capital of Rs. 100,000/- each, and mentoring, to support in implementing their ideas.
The majority of articles featured on iVoice relate to a social issue. These stories have a ‘Submit Your Idea’ button at the end of the article, inviting youth to share their innovative ideas on how to address these social issues.
Submitted ideas must be innovative and unique. The ideas must also be practical and implementable by 31 December 2017.
The deadline for submitting an idea is 3 September 2017.
To submit an idea, the following details must be provided through the online form:

Ideas will be evaluated through a competitive process.
