පුල්ලෙ මඩුව යන නම ව්යවහාර වුණේ ඉස්සර තේ වතුවල දළු නෙළීම වැනි කටයුතුවල යෙදුණු කාන්තාවන්ගේ දරුවන් දිවා කාලයේ රැක බලා ගැනීම සඳහා වතු පාලනාධිකාරිය විසින් ඉදි කරන ලද ගොඩනැගිල්ලකි. මා ජීවත් වන ප්රදේශයේ වත්තක පිහිටා තිබුණු පුල්ලෙ මඩුවක් මම දැක ඇත්තෙමි. එය තිබුණේ ලයින් කාමර ආසන්නයේ ය. මිටි තාප්පවලින් වට කර තිබුණු එහි විවිධ වයස් කාණ්ඩවල දරුවෝ දිවා කාලය ගත කළ හ. ඇතැමෙක් මිදුලේ සෙල්ලම් කළ හ. කුඩා දරුවෝ මිටි තාප්පයේ එල්ලී පිටත බලා සිටිය හ. වහලේ පරාවලින් එල්ලන ලද පරණ සාරිවලින් සාදන ලද ඔන්චිල්ලාවල බිළිඳෝ පැද්දුණ හ. මැදි වියේ දෙමළ කාන්තාවක් හෝ දෙදෙනෙක් එහි සේවය කළ හ. ඔවුන්ට වැටුප් ගෙව්වේ වතු සමාගම විසිනි.
ලංකාවේ දිවා සුරැකුම් මධ්යස්ථානවල ආරම්භය ලංකාවේ කම්කරු පංතියේ ආරම්භය හා සම්බන්ධ වේ. දරුවන් සහිත කාන්තාවන්ගේ ශ්රමය ඵලදායී ලෙස ලබා ගැනීමට නම් දරුවන් රැක බලා ගන්නා සේවාවන් අවශ්ය බව යටත් විජිත යුගයේ සේවායෝජකයෝ තේරුම් ගෙන සිටිය හ.
වර්තමානයේදී ද කාන්තාව ආර්ථිකයේ සුවිශේෂ දායකත්වයක් සපයයි. ශ්රී ලංකා ජන හා සංඛ්යාලේඛන දෙපාර්තමේන්තුව විසින් 2015දී නිකුත් කරන ලද ශ්රම බලක සමීක්ෂණ වාර්තාව අනුව, වර්තමානය වන විට වයස අවුරුදු 20ට වැඩි ශ්රී ලංකික කාන්තාවන්ගෙන් ශ්රම බලකායෙහි සිටින්නේ 38.5%ක් පමණි.
ශ්රී ලංකාවේ පවුල් ඒකකවලින් 24.2%ක ම ගෘහමූලිකත්වය හොබවන්නේ කාන්තාවෝ ය. කාන්තාවන් ගෘහ මූලිකයන් වන පවුල්වල බොහෝ විට සැමියා මිය ගොස් හෝ ආබාධිත තත්වයට පත් වී හෝ තිබේ. පවුලේ ජීවනෝපාය පිළිබඳ වගකීම ඇත්තේ ඔවුන්ට ය.
කාන්තාවන්ගේ රැකියා නියුක්තිය සංවර්ධනයෙහිදී ඉතා වැදගත් බව පිළිගත් කාරණයකි. එහෙත්, කාන්තාවන්ගේ උපරිම දායකත්වය රැකියා සඳහා ලබා දෙන්නට නම් දරුවන් සම්බන්ධ ඔවුන්ගේ වගකීම් පිළිබඳ ද සැලකිලිමත් වන්නට සිදු වේ. දරුවන් සම්බන්ධ වගකීම ඇත්තේ මවට පමණක් නො වේ. පියාට ද දරුවා සම්බන්ධයෙන් මව තරම් ම වගකීමක් තිබේ. එහෙත්, ඇතැම් සංස්කෘතික හා වෙනත් සාධක හේතුවෙන් මවගේ වගකීම වැඩිපුර අවධාරණය කරනු දක්නට ලැබේ.
කෙසේ වෙතත්, දරුවන් සම්බන්ධ මව්වරුන්ගේ වගකීම් හේතුවෙන් කාන්තාවන්ට සමාජය වෙනුවෙන් වන සිය පූර්ණ දායකත්වය සැපයීම කළ නො හැකි වන්නේ නම් එය ගැටලුවකි. එය වළක්වා කාන්තාව උපරිම ඵලදායී පුරවැසියකු බවට පත් වීමට සැලැස්වීම සමාජ වගකීමකි. රැකියාවල නියුතු මව්වරුන්ගේ දරුවන් රැක බලා ගැනීම සඳහා ගුණාත්මක දිවා සුරැකුම් මධ්යස්ථාන අවශ්ය වන්නේ ඒ නිසා ය.
එහෙත්, ශ්රී ලංකාවේ දිවා සුරැකුම් මධ්යස්ථානවල ගුණාත්මකභාවය පිළිබඳ බරපතල ගැටලු රැසක් තිබේ. ඉහළ ගුණාත්මකභාවයක් පොරොන්දු වෙන ඇතැම් නාගරික දිවා සුරැකුම් මධ්යස්ථාන විසින් අධික මිළක් අය කරනු ලැබේ. සාමාන්ය වැඩ කරන මව්වරුන්ට ඒ මිළ දරා ගත නො හැකි ය.
තවත් ඇතැම් දිවා සුරැකුම් මධ්යස්ථානවල සුදුසුකම් ලත් පාලිකාවන් සේවයේ යොදවා නැත. ඇතැම් තැන්වල ඉඩකඩ හා දරුවන්ට ලබා දෙන පහසුකම් පිළිබඳ බරපතල ගැටලු තිබේ.
මේ පිළිබඳ නුවර කුමාරි බ්ලොගයේ රචිකාව මෙසේ පවසනවා. “මම දැකලා තියෙන ගොඩක් ස්ථාන ඒ සඳහාම ඉදිකෙරුණු ගොඩනැගිලි නොවෙන නිසා ලොකු ශාලා, උසින් අඩු කොමෝඩ් සවිකරපු නානකාමර/වැසිකිලි , කෑම ගන්නා ස්ථාන ආදියට හරියටම හරියන තැනක් නැහැ. ගොඩක් තැන් වල නිවාස කුලී/බදු පදනම මත ගන්නා ලද පරණ හෝ අලුත් නිවාස. ඒ නිවාස වල කාමර වල ප්රමාණයෙන් සමහර දරුවන්ගේ සෙල්ලම් කරන වපසරිය තීරණය කෙරෙනවා. මේ මධ්යස්ථාන ගොඩක් වෙලාවට පිහිටලා තියෙන්නේ පාර අද්දර නිසා සමහර නිවෙස් වලට සැලකිය යුතු මිදුලක් හිමිවන්නේ නැහැ. ඒ වගේම සමහර තැන්වල ජනෙල් සහ වා කවුළු වල පිහිටීම අනුව වාතාශ්රය ගෙය තුලට එන්නේ අඩුවෙන්.“
දින 84ක මාතෘ නිවාඩුවෙන් පසු වැඩට යාමට සිදු වන මව්වරුන් මුහුණ දෙන ප්රධාන ගැටලුවක් වන්නේ ඉතා කුඩා දරුවන් රැක බලා ගන්නා ස්ථාන අවම වීමයි. දිවා සුරැකුම් මධ්යස්ථාන සඳහා නව ප්රමිති හඳුන්වා දීමට සැලසුම් කරන බව ද ඒ සඳහා අවශ්ය නීති ඉදිරියේදී කෙටුම්පත් කරන බව ද ළමාරක්ෂක අධිකාරිය2016 ජනවාරි මස නිවේදනය කළේ ය. ළමා ලේකම් කාර්යාලය සහ අග්රාමාත්ය කාර්යාලයේ සහාය ඊට ලබා ගැනේ. මේ වන විට රට පුරා කි්රයාත්මක දිවා සුරැකුම් මධ්යස්ථාන පිළිබඳ නිවැරදි දත්ත නොමැති බැවින් එම දත්ත රැස් කිරීමට පියවර ගන්නා බව ද අධිකාරිය පැවසී ය.
මෙහිදී සලකා බැලිය යුතු තවත් කාරණයක් වන්නේ දිවා සුරැකුම් මධ්යස්ථාන හා පෙර පාසල් යනු බොහෝ දුරට කාන්තා ව්යවසායක් බවයි. ප්රාග්ධන ගැටලුව මෙම ව්යවසායන්ගේ ගුණාත්මකභාවයට දැඩි දේ බලපාන බව ද බලධාරීන්ගේ අවධානයට ලක් විය යුතු ය. දිවා සුරැකුම් මධ්යස්ථානවල සේවා ගුණාත්මකභාවය ඉහළ නැංවීම සඳහා කාන්තා ව්යවසායකයන්ට ආධාර කිරීම ද අත්යවශ්ය ය. එසේම, සේවකයන් විශාල පිරිසක් සංකේන්ද්රණය වන සේවා ස්ථාන ආශ්රිතව දිවා ළමා සුරැකුම් මධ්යස්ථාන පිහිටුවීම ද දිරි ගැන්විය හැකි ය. තම සේවකයන්ගේ සුබසාධනය වෙනුවෙන් ආයතනය තුළ ළමයින් සඳහා දිවා සුරැකුම් මධ්යස්ථාන පිහිටුවීම කෙරෙහි සමාගම්වල අවධානය යොමු විය යුතු ය.

iVoice is an online platform that encourages youth to discuss social issues and to drive innovative solutions. The platform features stories relating to social issues in Sri Lanka, which are submitted by iVoice contributors and the general public.
The objective of the iVoice Idea Competition is to encourage youth to play a participatory role in solving social issues. After reading a story featured on iVoice, youth can submit their ‘idea’ to help to address the social issue that is highlighted in the story. The ten best ideas will receive seed capital of Rs. 100,000/- each, and mentoring, to support in implementing their ideas.
The majority of articles featured on iVoice relate to a social issue. These stories have a ‘Submit Your Idea’ button at the end of the article, inviting youth to share their innovative ideas on how to address these social issues.
Submitted ideas must be innovative and unique. The ideas must also be practical and implementable by 31 December 2017.
The deadline for submitting an idea is 3 September 2017.
To submit an idea, the following details must be provided through the online form:
Note: Participants can submit any number of ideas; however, only one idea per article is permitted.
Ideas will be evaluated through a competitive process.
