(2018 ජනවාරි 30 රැස පුවත්පතේ පළ විය) වයස අවුරුදු 14ක් වූ හම්බන්තොට දිස්ත්රික්කයේ පදිංචි දැරියක් රාත්රියේ නිවසින් පිටතට කැඳවා ගත් ඇගේ 23 හැවිරිදි පෙම්වතා සහ 20, 18 වයස්තවල සිටි තවත් තරුණයන් දෙදෙනෙකු සමග එක්ව ඇය දූෂණය කළා. එයින් සිත් තැවුලට පත් ඇය ලියුමක් ලියා තබා ගෙල වැළ ලාගෙන දින කීපයකට පසු රෝහලේදී මිය ගියා. මෙම සිදුවීම වුණේ 2018 ජනවාරි දෙවන සතියේයි.
එය මරණ පරීක්ෂණයේදී සියදිවි නසාගැනීමක් ලෙස සටහන් වුවත්, දණ්ඩ නීති සංග්රහයේ 296 වගන්තිය යටතේ දඬුවම් ලැබිය හැකි මිනීමැරුමක් ලෙස සැලකිය හැකි ද යන්න අධිකරණය විසින් සලකා බැලිය යුතු බව ශ්රී ලංකා නීතිඥ සංගමයේ සභාපති යූ.ආර්. ද සිල්වා මහතා නිව්ස් ෆස්ට් රූපවාහිනියට පැවසුවා.
මෙම දැරිය දූෂණයට ලක් වී තිබෙන බව වෛද්ය පරීක්ෂණයෙන් තහවුරු වී තිබෙනවා.
මෙම අපරාධය කළ වැරදිකරුවන් යාල වනයේ සැඟවී සිටියදී ගම්වැසියන් විසින් අල්ලාගෙන පොලිසියට භාර දුන්නා. කුපිත වූ ගම්වැසියන් විසින් දැඩි ලෙස පහර දීම නිසා ඔවුන් රෝහලට ඇතුළත් කරනු ලැබුවා.
ස්ත්රී දූෂකයන් අත්අඩංගුවට ගත් සැණින් ඔවුන් මෙවැනි පහරදීම්වලට ලක් වුණ ද, එය හැම විට ම එසේ සිදු වන්නේ ද යන්න විමසා බැලිය යුතුයි. බන්ධනාගාර අභ්යන්තර තොරතුරු අනුව, ඔවුන් බන්ධනාගාරවලදී සෙසු පිරිමි සිරකරුවන් අතර වෛරයකට ලක් වන්නේ නැහැ. මෙම තත්වය පොලිසි හා අධිකරණවලත් දකින්නට තිබෙනවා. ස්ත්රී දූෂණය සිදු කළ ආකාරය ඔවුන්ගෙන් අසා රසවිඳින පිරිස් මේ හැම තැනක ම ඉන්නවා. ඇතැම් මාධ්යවලින් මෙම සිද්ධි වාර්තා කරන්නෙත්, එවැනි පුද්ගලයන්ගේ හැඟීම් කුපිත කරන ආකාරයටයි.
ස්ත්රී දූෂණ සිදු කරන්නන් ඒ සඳහ පෙළඹෙන්නේ ඇයි ද යන්න විමසා බැලීම ඉතා වැදගත්. ඇතැම් විට, ආදරය, ලිංගික නිදහස, පරපීඩාකාමුකත්වය, ස්වපීඩාකාමුකත්වය වැනි කාරණා ඉතා පහසුවෙන් සීමාව ඉක්මවීම සිදු වෙනවා. මත්පැන්, මත්ද්රව්ය පමණක් නොවෙයි, පරිසරය, සංගීතය වැනි දේත් ඒ සඳහා උත්තේජන සපයනවා පොදුවේ ගත් කල පීතෘමූලික හා පුරුෂෝත්තමවාදී සංස්කෘතිය තුළ ස්ත්රී දූෂණයට පෙළඹවීම් තිබෙනවා.
කැනඩාව පදනම් කරගෙන නිර්මානකරණයේ නියැලෙන සුප්රකට සිනමාවේදිනියක වන දීපා මේතා පසුගියදා සිය Anatomy of Violence චිත්රපටය ශ්රී ලංකාවේ ප්රදර්ශනය කරමින් සාකච්ඡා සභාවකට සහභාගි වුණා. කැනේඩියානු මහ කොමසාරිස් කාර්යාලයත්, එක්සත් ජාතීන්ගේ ජනගහන අරමුදලත්, ජාත්යන්තර අධ්යයන පිළිබඳ බණ්ඩාරනායක ආයතනයත් එක්ව සංවිධානය කළ මෙම චිත්රපට දර්ශනයෙන් පසු ඉතා හරවත් සාකච්ඡා සභාවක් පැවැත්වුණා. එවරස්ට් තරණය කර පළමු ශ්රී ලාංකිකයා වීමේ කීර්තිය හිමි සුප්රකට ස්ත්රී පුරුණ සමාජභාවී ක්රියාකාරිනියක වන ජයන්ති කුරුඋතුම්පල විසින් මෙහෙයවන ලද මෙම සාකච්ඡා සභාවේදී ඉතා වැදගත් අදහස් රැසක් මතු වුණා.
2012 වසරේ දෙසැම්බර් 16දා සිය මිතුරාත් සමග 'ලයිෆ් ඔෆ් පයි' චිත්රපටය බැලූ අතුරු වෛද්ය සිසුවියක වූ 23 හැවිරිදි තරුණියක් දිල්ලියේ දකුණුදිග දිල්ලියේ බස් නැවතුමකට පැමිණියේ නිවෙස් බලා යාමටයි. ඒ වන විට වේලාව රාත්රී 9ට පමණ ඇති. ඔවුන්ට පොදු ප්රවාහන බසයක් අල්ලා ගත නො හැකි වුණ නිසා ඔවුන් කුලී බස්රියකට ගොඩ වුණේ එහි කොන්දොස්තර ලෙස පෙනී සිටි ළමයා ඔවුන්ට කතා කළ නිසායි. ඔවුන් ඒ වෙනුවෙන් ගාස්තු ද ගෙවා බසයේ යන විට එහි සිටි පුද්ගලයන් සයදෙනෙකු එකතුව තරුණයාට පහර දී බසයේ යමින් සිටියදී ම තරුණිය ද දූෂණය කළා. එයින් නො නැවතුණු ඔවුන් ඇගේ යෝනි මාර්ගයෙන් යකඩ කූරක් ඇතුළු කර ඇගේ අභ්යන්තර ඉන්ද්රියට දැඩි හානි සිදු කළා. අනතුරුව ඔවුන් දෙදෙනා ම බසයෙන් මහමගට ඇද දමනු ලැබුවා. රෝහල්ගත කරන ලද තරුණිය දින 13කට පසු අතිශය වේදනාත්මක මරණයකට ගොදුරු වුණා.
මෙම වැරදිකරුවන් පිරිස අත්අඩංගුවට ගෙන නඩු විභාගකට අනතුරු ඔවුන් අතරින් සිව්දෙනෙකුට මරණ දඬුවම නියම කළා. ඊට පෙර එක් සැකකරුවකු සිරගෙදරදී ගෙල වැළ ලාගෙන මරණයට පත් වුණා. තවත් එක් වැරදිකරුවකු වයස අවුරුදු 18ට මාස පහක් අඩු වූ අයකු නිසා ඔහු මරණ දඬුවමෙන් ගැලවුණා. ඔහුගේ නඩුව විභාග කරනු ලැබුවේ බාල වයස්කරුවන් වෙනුවෙන් වූ අධිකරණයකයි. ඔහුට පණවනු ලැබුවේ සාපේක්ෂව සුළු දඬුවමක්. මේ වැරදිකරුවන් දිළිඳු පසුබිමකින් පැවත එන නූගත් අයයි. තරමක් හොඳ අධ්යාපනයක් ලබා තිබුණේ ඔවුන්ගෙන් එක් අයෙකු පමණයි.
මෙම සිද්ධිය පාදක කරගෙන චිත්රපටයක් නිර්මානය කිරීමට ඇයට කරන ලද ආරාධනය දීපා මේතා මුලින් ප්රතික්ෂේප කළා. දෙවසරකට පසුව ඇය එයට එකඟවන්නේ වින්දිතයාගේ පැත්තෙන් නොව, වරදකරුවන්ගේ පැත්තෙන් කතාව ගොඩනැගීමට නිෂ්පාදකයන් එකඟ කර ගනිමිනුයි. දීපා මේතා විසින් 2016දී අධ්යක්ෂණය කරන ලද මෙම චිත්රපටයෙහි අපරාධය සිදු කළ පුද්ගලයන් සයදෙනාගේ ජීවිත පසුබිම ප්රබන්ධාත්මක ලෙස නිරූපණය කරමින් ඔවුන් මෙම අපරාධයට යොමු වුණ පසුබිම පිළිබඳ විමසනවා. වරදකරුවන් පිළිබඳ කතා ඔවුන් පිළිබඳ සීමිත සත්ය තොරතුරු පදනම් කරගෙන නළු නිළියන් සහභාගි වූ වැඩමුළුවකදී ගොඩනගන ලද ප්රබන්ධයි. එහි කිසියම් අතිශයෝක්ති ස්වභාවයක් ඇතැයි අයෙකුට චෝදනා කරන්නට පුළුවන්. සෑම ස්ත්රී දූෂකයකු ම ඒ සඳහා පෙළඹෙන්නේ අතීතයේ ලද ක්ෂතිමය අත්දැකීම් නිසා ම ද කියා කෙනෙකුට අසන්නට පුළුවන්.
“වැරදිකරුවන්ගේ මිනිස් ස්වභාවය පිළිබඳ මඳක් විමසා බලන විට අපට තේරෙනවා සමාජය කොයි තරම් ස්ත්රී පුරුෂ-සමාජභාවය මත පදනම් වූ ප්රචණ්ඩත්වයක ගිලී තිබේ ද යන්න. එය ජාතිය, පන්තිය ආදී සාධක අභිභවා යන්නක්. වෙනස ආරම්භ වන්නේ ගෙදරින්, අප අපගේ පවුල් සාමාජිකයන්ට සලකන ආකාරයෙන්. අප දැන් සිටින අප වී තිබෙන්නේ හුදකලාව නොවෙයි. අප ප්රචණ්ඩත්වයේ මූලයන් හඳුනා ගත යුතුයි," දීපා මේතා සාකච්ඡා සභාවේදී පැවසුවා.
iVoice Idea Competition
iVoice is an online platform that encourages youth to discuss social issues and to drive innovative solutions. The platform features stories relating to social issues in Sri Lanka, which are submitted by iVoice contributors and the general public.
The objective of the iVoice Idea Competition is to encourage youth to play a participatory role in solving social issues. After reading a story featured on iVoice, youth can submit their ‘idea’ to help to address the social issue that is highlighted in the story. The ten best ideas will receive seed capital of Rs. 100,000/- each, and mentoring, to support in implementing their ideas.
The majority of articles featured on iVoice relate to a social issue. These stories have a ‘Submit Your Idea’ button at the end of the article, inviting youth to share their innovative ideas on how to address these social issues.
Submitted ideas must be innovative and unique. The ideas must also be practical and implementable by 31 December 2017.
The deadline for submitting an idea is 3 September 2017.
To submit an idea, the following details must be provided through the online form:

Ideas will be evaluated through a competitive process.
