“සංඛ්යානමය චින්තනය අනාගතයේදී කාර්යක්ෂම පුරවැසිභාවයක් සඳහා කියවීම හා ලිවීම තරමට ම වැදගත් වනු ඇත,” යි විද්යා ලේඛක එච්.ජී. වෙල්ස් පැවසුවේ සියවසකට පමණ පෙරයි. අද එය යථාර්ථයක් බවට පත් වී තිබෙනවා.
නූතන සමාජයේ ජීවත් වන පුරවැසියන් කියන්නේ දත්ත සමග ජීවත් වන ජනතාවක්. දුම්රිය කාලසටහනේ සිට, කාලගුණ තොරතුරු, වෙළඳපොළ මිළ උච්චාවචනයන් ආදී වූ අවස්ථා රැසකදී අපි දත්ත සමග ගනුදෙනු කරනවා.
එක්සත් ජාතීන් විසින් වසර 2030 වන විට සාක්ෂාත් කර ගැනීමට අරමුණු කරගෙන තිබෙන තිරසාර සංවර්ධන ඉලක්ක 17න් 17වන ඉලක්කය වන්නේ අරමුණු වෙනුවෙන් ගෝලීය හවුල්කාරිත්වයයි. මෙහිදී දත්තවල වැදගත්කම අවධාරණය වෙනවා.
තිරසාර ඉලක්ක 17 සාක්ෂාත් කර ගැනීමේදී රටක ප්රතිපත්ති සහ තීරණ ඉතා වැදගත් වෙනවා. ගනු ලබන තීරණ සාක්ෂි මත පදනම් වූ විට ඒවා වඩා නිවැරදි වෙනවා. දත්ත අවශ්ය වන්නේ ඒකටයි.
උදාහරණයක් ලෙස පළමු තිරසාර සංවර්ධනය ඉලක්කය හා සම්බන්ධ තත්වය සැලකිය හැකියි.
1. සෑම තැනක ම ඇති සෑම ආකාරයක ම දිළිඳුකම දුරලීම – 2012 වන විට ශ්රී ලංකාවේ දරිද්රතාව 6.7%කි. මෙය 2006/07 වන විට 15.2%ක මට්ටමේ පැවතිණි. එහෙත්, ඒ වන විටත් දිස්ත්රික් හතක ම ජනතාවගෙන් 10%කට වඩා දිළින්දෝ වෙති. එම දිස්ත්රික්ක හත වන්නේ රත්නපුර, බදුල්ල, කිලිනොච්චිය, මඩකලපුව, මන්නාරම, මොනරාගල සහ මුලතිවු ය.
ශ්රී ලංකාව දැනට තිබෙන තත්වය දත්ත මත පදනම්ව සිතියම්ගත කර ගැනීම හා ඒ අනුව අනාගත සැලසුම් සකස් කර ගැනීමත්, ඒ සඳහා උපකාරී වන ප්රතිපත්ති සම්පාදනය කර ගැනීමත් තිරසාර සංවර්ධන අරමුණු දිනා ගැනීම සඳහා අවශ්යයි.
ශ්රී ලංකා රජය සහ එක්සත් ජාතීන්ගේ ශ්රී ලංකා කාර්යාලය එක්ව #SDGDataLK: තිරසර ශ්රී ලංකාවක් කරා දත්ත වැඩි දියුණු කිරීම මැයෙන් සම්භාෂණයක් පැවැත්වූවා.
එම සම්භාෂණය ආරම්භ කරමින් කතානායක කරු ජයසූරිය මහතා මෙසේ පැවසුවා: “ඩිජිටල් යටිතලයක් ස්ථාපනය කර ඇති, මිලියන 20.4ක ජනගහණයක් ඇති ශ්රී ලංකාව වැනි රටක දත්ත එක්රැස් කර ගැනීම විධිමත් මෙන් ම ඉදිරිගාමී චින්තනයකින් යුක්ත විය යුතුයි.සම්ප්රදායික ක්රමවලින් තාක්ෂණික වශයෙන් වඩාත් උසස් ක්රම වෙත මාරු විය හැකි ආකාරය අප සලකා බැලිය යුතුයි. එමගින් රටේ ප්රතිපත්ති සම්පාදනයට මග පෙන්විය හැකි කාලීන දත්ත ලබා ගත හැකියි. ධරණීය සංවර්ධන අරමුණු සාක්ෂාත් කර ගැනීම සඳහා රටට මග පෙන්වීම අපේ වගකීමක්."
නියෝජ්ය කතානායක සහ තිරසාර සංවර්ධන අරමුණු සම්බන්ධ පාර්ලිමේන්තු කමිටුවේ සභාපති තිලංග සුමතිපාල මහතා සම්භාෂණය සමාරම්භක අවස්ථාවේදී මෙසේ පැවසුවා: “අප 2016 සිට වසරකටත් වැඩි කාලයක් වැඩ කරමින් තිරසාර සංවර්ධන අරමුණු සම්බන්ධ වාර්තාවක් පළ කරන්නට සමත් වුණා. ධරණීය සංවර්ධන අරමුණු හා එමගින් රටට ඇති වන බලපෑම පිළිබඳ තක්සේරුවක් සිදු කළ ලොව පළමු රට අපයි. ගෝලීය අරමුණු සාක්ෂාත් කර ගැනීම සඳහා ඉදිරියට යන ඕනෑම රටකට අදාල ඉලක්ක සපුරා ගැනීමේ සැලැස්මක් අවශ්යයි."
දත්ත භාවිතයේ ඇති වැදත්කම හුවා දක්වමින් අදහස් දැක්වූ එක්සත් ජාතීන්ගේ නේවාසික සම්බන්ධීකාරක සිම්රින් සිං මහත්මිය, "උපදින පුද්ගල සංඛ්යාව හෝ ඔවුන් මරණයට පත් වන වයස හෝ තවමත් දුගී බවෙන් පෙළෙන පිරිමින්, කාන්තාවන් හෝ දරුවන් ගණන හෝ අධ්යාපනය ලබාදිය යුතු ළමුන් ගණන හෝ පුහුණු කළ යුතු වෛද්යවරුන් ගණන හෝ දත්ත නොමැතිව දැන ගත නොහැකි ය,” යනුවෙන් සඳහන් කළා.
"දත්ත සරල විය යුතුයි. එසේ ම භාවිතය පහසු වන පරිදි ඉදිරිපත් ව්ය යුතුයි. ඔබ එක්රැස් කරන දත්ත විශ්ලේෂණය කර භාවිතා නො කළොත් ඒවා නාස්ති වනු ඇත,' යි එක් සැසියකට සහභාගි වෙමින් ජාතික ප්රතිපත්ති සහ ආර්ථික කටයුතු නියෝජ්ය අමාත්ය හර්ෂ ද සිල්වා මහතා පැවසුවා.
ඉලක්ක යනු හුදෙක් සැකිල්ලක් පමණක් බවත් නිවැරදි දත්ත භාවිතයෙන් තීරණ සහ ප්රතිපත්ති සැකසීමෙන් පමණක් එම ඉලක්ක කරා ගමන් කළ හැකි බව එක් සැසියකදී ආචාර්ය මොහාන් මුණසිංහ මහතා පෙන්වා දුන්නා.
ශ්රී ලංකාව පසුගිය වසරේ ක්රියාත්මක කරන ලද තොරතුරු දැනගැනීමේ හිමිකම් පනත අනුව, රටේ සාමාන්ය පුරවැසියන්ට ද දත්ත වෙත පිවිසීමේ හිමිකම පුළුල් වෙනවා.
මෙම දින දෙක තුළ දේශීය හා ජාත්යන්තර වශයෙන් සම්මානනීය සම්පත් දායකයින් 24 දෙනෙකු විසින් සැසි වාර 10ක් පැවැත්වූවා. එහිදී ප්රධාන කරුණු තුනක් කෙරෙහි අවධානය යොමු වුණා.
1. දත්තවල වැදගත්කම සහ බලපෑම,
2. ශී්ර ලංකාවේ තිරසර සංවර්ධන ඉලක්ක හා සම්බන්ධ දත්තවල සංයුතිය සහ අභියෝගත සහ,
3. තිරසර සංවර්ධන ඉලක්ක සඳහා දත්ත භාවිතයේ උපායමාර්/ සහ ඉදිරි පියවර.
2030 වනවිට තිරසර සංවර්ධන ඉලක්ක සාක්ෂාත් කර ගැනීමේ ගමනේදී ශී්ර ලංකාව දැනට සිටින ස්ථානය වටහාගැනීම සඳහා තිරසර සංවර්ධන ඉලක්ක හා සම්බන්ධ දර්ශක 244 පිළිබඳ මූලික දත්ත සිතියම්ගත කිරීමේ අවශ්යතාව පිළිබඳව සාකච්ඡාවලදී අවධානය යොමු වුණා.
ශී්ර ලංකාවේ තිරසර සංවර්ධන ඉලක්ක සඳහා දත්ත #SDGDataLk නම් වූ මෙම සම්මන්ත්රණය තිරසර සංවර්ධනය පිළිබඳ එක්සත් ජාතීන්ගේ 2030 න්යාය පත්රය සඳහා වූ පාර්ලිමේන්තු තේරීම් කාරක සභාව, දත්ත හා සංඛ්යාලේඛන දෙපාර්තමේන්තුව, CITRA සමාජ නව්යකරණ පර්ණායේෂණාගාරය, Lirne Asia සංවිධානය, ජාකර්තාහි පල්ස් ලැබ් ආයතනය යන සංවිධානවල උපායමාර්ගික සහභාගීත්වය ඇතිව ශී්ර ලංකා රජය සහ එක්සත් ජාතීන් විසින් සංවිධානය කරන ලදී.
iVoice Idea Competition
iVoice is an online platform that encourages youth to discuss social issues and to drive innovative solutions. The platform features stories relating to social issues in Sri Lanka, which are submitted by iVoice contributors and the general public.
The objective of the iVoice Idea Competition is to encourage youth to play a participatory role in solving social issues. After reading a story featured on iVoice, youth can submit their ‘idea’ to help to address the social issue that is highlighted in the story. The ten best ideas will receive seed capital of Rs. 100,000/- each, and mentoring, to support in implementing their ideas.
The majority of articles featured on iVoice relate to a social issue. These stories have a ‘Submit Your Idea’ button at the end of the article, inviting youth to share their innovative ideas on how to address these social issues.
Submitted ideas must be innovative and unique. The ideas must also be practical and implementable by 31 December 2017.
The deadline for submitting an idea is 3 September 2017.
To submit an idea, the following details must be provided through the online form:
Note: Participants can submit any number of ideas; however, only one idea per article is permitted.
Ideas will be evaluated through a competitive process.
