‘සක්රිය වියපත් වීම යථාර්ථයක් බවට පත් කිරීම’ මැයෙන් ජපානයේ හා මැලේසියාවේ විශේෂඥයන්ගේ සහභාගිත්වයෙන් ඉහළ පෙළේ ප්රතිපත්ති සංවාදයක් පවත්වමින් එක්සත් ජාතීන්ගේ ජනගහන අරමුදල වැඩිහිටි පුද්ගලයන්ගේ ජාත්යන්තර දිනය සැමරුවා.
වසර 2030 වන විට ශ්රී ලංකාවේ ජනගහනයෙන් පහෙන් එකක් වයස අවුරුදු 60ට වැඩි වන අතර එම ප්රතිශතය දකුණු ආසියාවේ ඉහළම මට්ටම වෙනවා. මෙම ශීඝ්ර ජනවිකාස පරිවර්තනයට රට සූදානම් ද?
සක්රිය වැඩිහිටි ජනගහනයක් විසින් සමාජයට දිය හැකි දායකත්වය සීමා රහිත යි. වැඩිහිටි පුද්ගලයන් බොහෝ විට සැලකෙනුයේ සත්කාර සපයන්නන් සේ වුණත්, බොහෝ දෙනෙකුගේ ආශාවන් හා රුචිකත්වයන් මෙකී සම්ප්රදායික භූමිකාවන්ගෙන් ඔබ්බට විහිදිය හැකි යි. ආර්ථික සංවර්ධනයේදී, දේශපාලන සහභාගිත්වයේදී සහ සමාජ ප්රාග්ධනයේදී වැඩිහිටි පුද්ගලයන්ට සිදු කළ හැකි වැදගත් දායකත්වය හඳුනාගැනීම අත්යවශ්ය යි.
ඔක්තෝබර් 1දාට යෙදෙන වැඩිහිටි පුද්ගලයන් පිළිබඳ ජාත්යන්තර දිනය සමරනුවස් එක්සත් ජාතීන්ගේ ජනගහන අරමුදල විසින් සමාජ සුබසාධන හා ප්රාථමික කර්මාන්ත අමාත්යාංශය සමග එක්ව පවත්වන ලද ඉහළ පෙළේ ප්රතිපත්ති සංවාදයේ තේමාව වූයේ ‘සීමා රහිත වැඩිහිටි දිවියක්: ප්රතිපත්ති වැරගැන්වීම. හැකියාවන් උපරිම තලයට ගෙන ඒම’ යි.
එහිදී ජපානයේ නියෝජිත සභාවේ මන්ත්රී ගරු කැරෙන් මක්ෂිමා මෙනෙවිය විසින් කරන ලද කරුණු දැක්වීමෙහි රසවත් කරුණු කීපයකුයි මේ.
ජපානය ජනගහන වියපත් වීම අතින් ලොව ඉදිරියෙන් ම සිටින රටයි. දැනටත් එරට සමස්ත ජනගහනයෙන් 25%කට වැඩි ප්රතිශතයක් වයස අවුරුදු 60ට වැඩි යි. වයස අවුරුදු 80ට වැඩි ජනගහනයේ ප්රතිශතයත් ශීඝ්රයෙන් වර්ධනය වෙනවා.වසර 2040 වන විට රටේ ජනගහනයෙන් සෑම හත්දෙනෙකුගෙන් ම එක්කෙනෙකු වයස අවුරුදු 80ට වැඩියි. වයස අවුරුදු 80ට වැඩි ජනගහනයෙන් වැඩි ප්රතිශතය කාන්තාවන් නිසා ජපානය ඒ වෙන විට ආච්චි අම්මලාගේ රටක් විය හැකි බවත් මක්ෂිමා මෙනෙවිය පැවසුවා.
මෙමගින් අලුත් ප්රශ්න නිර්මානය කර තිබෙනවා. බොහෝ වැඩිහිටියන් තනිව ජීවත් වී, තනිව මිය යනවා. ඔවුන්ට හදිසි ප්රවාහන අවශ්යතා ඇති වෙනවා. වැඩිහිටි රියදුරන් අතින් සිදු විය හැකි වාහන අනතුරු ද ජපානයේ ප්රශ්නයක් වෙමින් තිබෙනවා. ආදාහනාගාරවල පොරොත්තු ලේඛන දිගු වෙමින් තිබෙනවා. අයිතිකරුවන් නොහඳුනන ඉඩම් හා හිස් නිවාසත් තවත් ප්රශ්නයක්.
මේ ප්රශ්නවලට විසඳුම් ලෙස ක්රියාත්මක වන ඇතැම් ප්රතිපත්ති මෙසේ යි. හිස් නිවාස බැංකුවක්, අයිතිකරුවන් නොහඳුනන ඉඩම් පොදු භාවිතාවට ගැනීමට වැඩපිළිවෙලක්, සැමියාට උරුම දේපලවල බිරියට පදිංචි වී සිටීමට තිබෙන අයිතිය සම්බන්ධ නීති, මුණුබුරු මිණිබිරියන්ගේ අධ්යාපනය වෙනුවෙන් වැඩිහිටියන් කරන වියදම් සම්බන්ධයෙන් බදු සහන ආදිය ඒ අතර වෙනවා. විශ්රාමික ප්රජාවේ සත්කාරය සඳහා සක්රිය වැඩිහිටියන් ම යෙදවීමේ වැඩසටහන් ද ක්රියාත්මක වෙනවා.
උපතේදී ආයු අපේක්ෂාව ද වැදගත් සාධකයක්. ජපානය උපතේදී ආයු අපේක්ෂාව අංශ දෙකකින් සලකා බලනවා. උපතේදී ආයු අපේක්ෂාව සහ උපතේදී නිරෝගී ආයු අපේක්ෂාව ඒ අංශ දෙක යි. වසර 2013 වන විට ජපන් ජාතික පිරිමියකුගේ උපතේදී සාමාන්ය ආයු අපේක්ෂාව වයස අවුරුදු 80.29ක් වෙද්දී උපතේදී නිරෝගී ආයු අපේක්ෂාව වන්නේ අවුරුදු 71.19ක්. එහි තේරුම වන්නේ, වැඩිහිටියන් සාමාන්යයෙන් අවුරුදු නවයක් පමණ රෝගීව ජීවත් වන බව යි. ජපන් කාන්තාවන් සම්බන්ධයෙන් මේ පරතරය අවුරුදු 12ක් පමණ වෙනවා. වසර 2013දී ජපන් කාන්තාවකගේ උපතේදී ආයු අපේක්ෂාව වසර 86.61ක් වෙද්දී, නිරෝගී ආයු අපේක්ෂාව වසර 74.21ක්.
අධ්යයනයකින් සොයාගෙන තිබෙන පරිදි ගෙදරදී රැකබලාගනු ලබන වයස අවුරුදු 65ට වැඩි රෝගීන් අතරින් 70%ක් ම අඩු පෝෂණයට හෝ අඩු පෝෂණ අවදානමට ලක් වී තිබෙනවා. ආහාර සැපීම සම්බන්ධ ගැටලු එයට ප්රධාන හේතුවක්. මෙවැනි රෝගීන් අතරින් 30%කට පමණ ආහාර සැපීම පිළිබඳ ගැටලු තිබෙනවා. මේ ප්රශ්නය සැලකිල්ලට ගෙන වැඩිහිටියන්ට පහසුවෙන් සැපිය හැකි ආහාර නිෂ්පාදනයට ද ජපානය පියවර ගෙන තිබෙනවා.
මේ අතර ජනගහන වියපත් වීම හේතුවෙන් ජපානයේ ශ්රම බලකායේ ද කැපී පෙනෙන වෙනස්කම් සිදු වී තිබෙනවා. වසර 1977දී ජපානයේ ශ්රම බලකායෙහි වයස අවුරුදු 60ට වැඩි ශ්රමිකයන් සිටියේ සමස්ත ශ්රම බලකායෙන් 7.3%ක් පමණයි. වසර 2017 වන විට එය 14.7%ක් දක්වා වැඩි වී තිබෙනවා. එපමණක් නොවෙයි, මේ වන විට ශ්රම බලකායෙහි සිටින වයස අවුරුදු 70 ඉක්මවූ පිරිස සමස්ත ශ්රම බලකායෙන් 5.5%ක් පමණ වෙනවා.
උපරිම ප්රතිලාභ සහිතව විශ්රාම යාමේ වයස අවුරුදු 65 සිට 70 දක්වා වැඩි කරන්නට කටයුතු කරමින් තිබෙනවා. එහෙත්, වයස අවුරුදු 60 ඉක්මවූ පසු විශ්රාම ගැනීමේ හැකියාව වැඩිහිටියන්ට තිබෙනවා. වැඩිහිටියන්ට නැවත අධ්යාපනය ලබා දීම සහ නැවත රැකියාවලට යොමු කිරීම සම්බන්ධයෙන් ද ප්රතිපත්ති ක්රියාත්මක වෙනවා. ජපානය වයස අවුරුදු 100 ඉක්මවා ජීවත් වන ජනගහන ප්රතිශතයේ ද වේගවත් වර්ධනයක් තිබෙන රටක්.
ජපානය අවුරුදු 100ක ආයු අපේක්ෂාවට සූදානම් වීම සඳහා විවිධ ප්රතිපත්ති සලකා බලමින් සිටින බව කැරෙන් මක්ෂිමා මෙනෙවිය සංවාද සභාවේදී පැවසුවා. වේගයෙන් වියපත් වන ජනගහනයක් සිටින රටක් වන ශ්රී ලංකාවට ජපානයෙන් ඉගෙන ගත හැකි පාඩම් බොහෝ යි.
iVoice Idea Competition
iVoice is an online platform that encourages youth to discuss social issues and to drive innovative solutions. The platform features stories relating to social issues in Sri Lanka, which are submitted by iVoice contributors and the general public.
The objective of the iVoice Idea Competition is to encourage youth to play a participatory role in solving social issues. After reading a story featured on iVoice, youth can submit their ‘idea’ to help to address the social issue that is highlighted in the story. The ten best ideas will receive seed capital of Rs. 100,000/- each, and mentoring, to support in implementing their ideas.
The majority of articles featured on iVoice relate to a social issue. These stories have a ‘Submit Your Idea’ button at the end of the article, inviting youth to share their innovative ideas on how to address these social issues.
Submitted ideas must be innovative and unique. The ideas must also be practical and implementable by 31 December 2017.
The deadline for submitting an idea is 3 September 2017.
To submit an idea, the following details must be provided through the online form:
Note: Participants can submit any number of ideas; however, only one idea per article is permitted.
Ideas will be evaluated through a competitive process.

06 Sept 2017: Shortlisting of 20 ideas
13 Sept 2017: Shortlisted applicants to present their ideas in further detail to the judging panel

Evaluation criteria includes creativity of the proposed idea to address the given social issue, and feasibility of implementation within the stipulated budget and timeframe.
The number of votes received per idea will not be a deciding factor.
The judging panel’s decision will be final.
