ජනවිකාස වාසිය යනු සමාජයක් ඉහළ මට්ටමේ උපත් හා මරණ අනුපාතිකයන් සහිත ග්රාමීය කෘෂිකාර්මික සමාජයක සිට පහළ මට්ටමේ උපත් හා මරණ අනුපාතිකයන් සහිත නාගරික කාර්මික සමාජයකට සංක්රමණය වීමයි. – රොනල්ඩ් ලී හා ඇන්ඩෘ මේසන්
ශ්රී ලංකාව වනාහි වයස්ගත ජනගහණ ප්රතිශතය වේගයෙන් ම ඉහළ යමින් තිබෙන රටවල් අතරින් එකකි. 2001දී 9.2%ක් වූ වයස අවුරුදු 60ට වැඩි ජනගහණ ප්රතිශතය 2011 වන විට 12.5% දක්වා ඉහළ ගියේ ය. 2021 වන විට එය 16.7%ක් වනු ඇත. 2041 වන විට ශ්රී ලංකාවේ වයස අවුරුදු 60ට වැඩි ජනගහණ ප්රතිශතය 24.8%ක් වනු ඇතැයි ගණන් බලා තිබේ.
ඒ අනුව 2040 දශකය වන විට රටේ ජනගහණයෙන් හතරෙන් පංගුවක් වයස අවුරුදු 60ට වැඩි අය වෙති. වැඩ කළ හැකි වයස ලෙස සැලකෙන්නේ වයස අවුරුදු 15 සිට 64 දක්වා වයස් කාණ්ඩයයි.
එක්සත් ජාතීන්ගේ වාර්තා අනුව, ආසියානු කලාපයේ රටවල වැඩ කළ හැකි වයසේ ජනගහණ වර්ධනය 2015–2020 සමයේදී 2008–2014 කාලයට සාපේක්ෂව අඩු වෙමින් තිබේ. සංවර්ධනය වෙමින් තිබෙන ආසියානු රටවල ඉහළ ම අගය වනු ඇති බව ආසියානු සංවර්ධන බැංකුවේ Asian Development Outlook – 2016 ලේඛනය පෙන්වා දෙයි. එමගින් ආසියාවේ අසියාවේ ආර්ථික වර්ධන වේගය 0.4%කින් අඩාල විය හැකි බව ආසියානු සංවර්ධන බැංකුව පෙන්වා දෙයි.
එහෙත්, ශ්රී ලංකාව මෙම කරුණ විෂයෙහිදී ආසියාවේ රටවල් අතරින් වාසිදායක තත්වයක සිටින බව වාර්තාව පෙන්වා දෙයි. අධ්යයනය කර ඇති ආසියානු රටවල් අතරින් වැඩ කළ හැකි වයසේ ජනගහණයේ වර්ධනයක් දැකිය හැක්කේ ශ්රී ලංකාවේ පමණි.
ජනවිකාස ප්රවණතා අනුව 2015 – 2020 අතර කාලය තුළ ශ්රී ලංකාවට 7%කට වඩා ඉහළ ආර්ථික වර්ධනයක් අත්පත් කර ගැනීමේ හැකියාව ඇති බව ද ආසියානු සංවර්ධන බැංකුව පවසයි.
2012 වන විට වැඩ කළ හැකි වයස් කාණ්ඩයේ ප්රතිශතය රටේ සමස්ත ජනගහණයෙන් 67%ක් විය. එහෙත්, අවාසනාවන්ත තත්වය වන්නේ 2012 වන විට රැකියාවල නියුක්තව සිටියේ වැඩ කළ හැකි වයසේ ජනගහණයෙන් 56%ක් පමණි. ශ්රම බලකායේ සහභාගිත්වය අඩු මට්ටමක පැවතීම හා කාන්තාවන් හා තරුණයන් අතර විරැකියාව ඉහළ මට්ටමක පැවතීම මෙම තත්වයට හේතු විය. මෙම තත්වය ජනවිකාස විද්යාවේ සැලකෙන්නේ ජනවිකාස වාසිය ලෙසයි. ශ්රී ලංකාව මෙම ජනවිකාස වාසිය අත්පත් කර ගත යුතු ය. ජනවිකාස වාසිය යනු සිංහල භාෂාවෙන් එතරම් සාකච්ඡා කර ඇති මාතෘකාවක් නොවේ. රොනල්ඩ් ලී හා ඇන්ඩෘ මේසන් විසින් එය අර්ථකථනය කර තිබෙන්නේ මෙසේයි: ජනවිකාස වාසිය යනු සමාජයක් ඉහළ මට්ටමේ උපත් හා මරණ අනුපාතිකයන් සහිත ග්රාමීය කෘෂිකාර්මික සමාජයක සිට පහළ මට්ටමේ උපත් හා මරණ අනුපාතිකයන් සහිත නාගරික කාර්මික සමාජයකට සංක්රමණය වීමයි.
මෙම සංක්රාමීය අවධියේ මුල් අදියරේදී උපත් අනුපාතිකයන් පහත වැටීම නිසා වයස අවුරුදු 15ට අඩු යැපෙන්නන් සංඛ්යාව අඩු වෙයි. යැපෙන්නන්ට සාපේක්ෂව ශ්රම බලකාය වේගයෙන් වර්ධනය වෙයි. ඒ නිසා සම්පත් ආර්ථික වර්ධනයට හා සමාජ සංවර්ධනයට යෙදවේ. මේ කාලයේදී සාමාන්යයෙන් ඒක පුද්ගල දළ ජාතික ආදායම වේගයෙන් වර්ධනය වෙයි.
එහෙත්, කාලයක් යන විට උපත් අනුපාතිකයේ අඩු වීමේ ප්රතිඵල ලෙස ශ්රම බලකාය හැකිළෙන්නට පටන් ගනියි. ඒ සමගම සමාජ සංවර්ධනයේ ප්රතිඵලයක් ලෙස ආයු අපේක්ෂාව ද වැඩි වීම නිසා වයස අවුරුදු 60ට වැඩි වැඩිහිටි ජනගහණය වැඩි වෙන්නට පටන් ගනියි. ජනවිකාස වාසිය ක්රියාත්මක වන අවධිය ලෙස සැලකෙන්නේ මේ අතරතුර කාලයයි.
1991දී ශ්රී ලංකාව මෙම ජනවිකාස වාසි අවධිය තුළට පිවිසියේ ය. 2017 වන විට එම වාසිය අපට අහිමි වීම ආරම්භ වන බව ඇතැම් ජනවිකාස විද්යාඥයන් විසින් පෙන්වා දී තිබේ.

iVoice is an online platform that encourages youth to discuss social issues and to drive innovative solutions. The platform features stories relating to social issues in Sri Lanka, which are submitted by iVoice contributors and the general public.
The objective of the iVoice Idea Competition is to encourage youth to play a participatory role in solving social issues. After reading a story featured on iVoice, youth can submit their ‘idea’ to help to address the social issue that is highlighted in the story. The ten best ideas will receive seed capital of Rs. 100,000/- each, and mentoring, to support in implementing their ideas.
The majority of articles featured on iVoice relate to a social issue. These stories have a ‘Submit Your Idea’ button at the end of the article, inviting youth to share their innovative ideas on how to address these social issues.
Submitted ideas must be innovative and unique. The ideas must also be practical and implementable by 31 December 2017.
The deadline for submitting an idea is 3 September 2017.
To submit an idea, the following details must be provided through the online form:
Note: Participants can submit any number of ideas; however, only one idea per article is permitted.
Ideas will be evaluated through a competitive process.
03 Sept 2017: Closing of submissions at 23:59 on 3 September 2017
06 Sept 2017: Shortlisting of 20 ideas
13 Sept 2017: Shortlisted applicants to present their ideas in further detail to the judging panel
21 Sept 2017: The ten winning ideas will be announced at the Award Ceremony at which Rs. 100,000/- seed capital will be granted to each of the winning applicants
Evaluation criteria includes creativity of the proposed idea to address the given social issue, and feasibility of implementation within the stipulated budget and timeframe.
The number of votes received per idea will not be a deciding factor.
The judging panel’s decision will be final.
